Carronade Roundabout

Road Improvement, Project Facilitation, public entity Coordination

 December 2014

Project Overview

In the fall of 2004, the developer West Valley Development Inc. came to the Joint Economic Development Authority of City of Rossford and Perrysburg Township (later to become the Wood County Port Authority) about an eleven (11) acre piece of property owned by the Perrysburg Exempted School District which they wanted to develop.  The development was complicated by the fact the multi-jurisdictional aspects of completing the connection of Carronade Drive to State Route 199.

The Port Authority felt it could create a four-way contract between the Perrysburg Township Trustees who would build the road, the Perrysburg Exempted School District that owned the property, the Developer that wanted to create the improved lots along the new extended Carronade Drive, and the Port Authority that was going to act as the pass-through purchaser and seller of the 11 acre parcel.   The port authority during this pass-through sale would obtain the agreement of the Perrysburg Township Trustees to construct and or fund the construction of an intersection at the eastern extension of Carronade Drive and state route 199.   The Agreement also defined the maximum that the Perrysburg Township Trustees had to fund for the creation of the road so that the West Valley Development had to pay for any excess.

This early project in the Port Authority’s early existence evidences the key elements of Focusing on all clients and customer needs, Dedicating the resources of the port to Research all the possible solutions and Persevering through all the roadblocks that are thrown in the way.  Using Teamwork which in this case involved West Valley Development Inc, the Port Authority, the Perrysburg Township Trustees, and the Perrysburg Exempted School District.
